The Blues are only after outright sales and are not interested in loans.
Chelsea are even ready to offer Koulibaly to Inter as part of their quest to sign goalkeeper Andre Onana.
However, Inter director Piero Ausilio has now returned to Italy without receiving the green light on any possible deal for the two players, according to transfer expert Fabrizio Romano.
But both Koulibaly and Lukaku remain on the Italian side’s list of targets this summer, and negotiations are expected to continue.
